    A Epic find: any creature from about level 31 up can drop it as rare gear. Mini-bosses and bosses always roll Rare or better, and elites roll better than most.

Explore worlds A named piece: in Explore worlds it's crafted at the anvil from Frostlands materials and its token. Creatures drop it rarely.

A named treasure. Its recipe also takes the Frostlands Token, found at Frostmaw the Rime Matriarch's lair on the far side of the Frostlands, one a game day. In other worlds it only comes from creatures.
